الشراكة الأوربية المصرية- محددات استثمارات دول الاتحاد الأوربي في الاقتصاد المصري في إطار برامج الإصلاح الإقتصادى
ملخص رسالة الدكتوراه
أثار اتفاق الشراكة بين مصر والاتحاد الأوربي الكثير من الجدل و المناقشات في كل من الأوساط الاقتصادية والسياسية والثقافية في مصر، ومن هنا كان من الضروري دراسة أهمية هذه الشراكة , ودراسة التحديات التي تواجه الاقتصاد المصري في إطار الشراكة والوقوف علي محددات جذب الاستثمار الأوربي إلي مصر , بالإضافة إلي آلية الاستفادة من الاتفاقية وكيفية تفعيل دورها في جذب المزيد من استثمارات دول الاتحاد الأوربي إلي الاقتصاد المصري
وقد خلصت الدراسة إلي:- أنه كان من المهم الاحتكاك بالتكتلات الاقتصادية المتقدمة بشرط تهيئة الاقتصاد المصري و تأهيله لكي يكون قادر علي المنافسة , وأن العمل علي جذب الاستثمار الأوربي إلي مصر يعمل علي حل العديد من المشاكل الاقتصادية التي تواجه الاقتصاد المصري بشرط تهيئة المناخ الاستثماري في مصر لاستقبال تلك الاستثمارات .
وانتهت الدراسة إلي عدة توصيات كان من أهمها ضرورة عمل سيناريوهات خاصة بالشراكة الأوربية المصرية لتفعيل دور الشراكة في توجيه الاستثمار الأوربي إلي المشروعات التي تحقق المصالح المصرية كمشروعات البنية الأساسية و استصلاح وزراعة الصحراء الغربية , كما أن اتفاق الشراكة قد يؤدي إلي تدفق الاستثمارات الأوربية إلي مصر بشروط منها محاولة مد الفترة الانتقالية لتنفيذ برامج الإصلاح الاقتصادي والتي تعهدت بها مصر للدخول في شراكة مع الاتحاد الأوربي , يجب الإسراع بقيام التكتل العربي , كما أوصي البحث بضرورة تهيئة المناخ لوجود قطاع خاص قوي وضرورة أن تنبع خطي الإصلاح و الأساليب الواجب اتباعها لتنفيذه من صميم الفكر المصري لا توصيات خارجية , كما يلزم أخذ خطوات جادة لمحاربة و مكافحة الفساد بكل أشكاله وأن تكون هناك شفافية كاملة, ضرورة دراسة أنواع الاستثمارات التي يقوم بها المستثمرون الأجانب حتى تسير في اتجاه احتياجات السوق المصري حتى تساعد في الحد من الواردات المصرية , ضرورة اتباع سياسات نقدية و مالية تعمل علي الحد من الارتفاع المستمر في الأسعار حتى لا تكون معدلات التضخم العالية سببا في إفساد المناخ الاستثماري
