Sukuk

Master Abstract

Islamic bonds (Sukuk) have experienced a great widespread since the early beginning of its submission, as it showed by all its structures an outstanding success because of its role in diverging the financial resources. The study aims to investigate the validity of using Sukuk in financing public expenditure instead of borrowing from both international and domestic markets. By applying the analytical comparative approach on a number of countries -that issuing Sukuk for financing its public expenditure- including Malaysia, Sudan, and Britain; with the purpose of determining the necessary prerequisites needed for Sukuk success, and pointing out the main lessons learned from the international experience, the study reported the validity of using Sukuk as an alternative for traditional financial tools in: providing the necessary fund for infrastructure and development projects, financing of current expenditure, managing liquidity on macroeconomic level, in addition to stimulating and developing stock market. The study also revealed that there are many prerequisites needed before Sukuk issuance including: provision of appropriate legislative and institutional environment, establishment of Shari'a Board, preparation of stimulus taxing scheme, and training of human resources, etc.
