The role of the United Nations Support Mission in Libya: successes and failures
Research Abstract
This study seeks to discuss and analyze the development of the non-military role of the United Nations in Libya since 2011 through the “United Nations Support Mission in Libya” (UNSMIL), which is an integrated special political mission. The Security Council issued Resolution No. (2009) on September 16, 2011. It was established at the request of the Libyan authorities to support the period and the new transitional authority in the country during the post-conflict phase. In order to implement the mission entrusted to it, the mission is carrying out several initiatives, mechanisms and strategies to support the faltering transitional phase, support the new political system, and work to spread the principles of democracy and the promotion of human rights. In a country with great regional tension and open conflicts that make the mission’s tasks difficult and turbulent between success and failure, so the length of the transitional period and the failure of state building in Libya raise controversy about the efficiency of the mission’s role, and accordingly the study aims to identify the success and failure stations in the mission’s role and analyze the reasons for the mission’s failure In implementing its objectives and its role in managing the Libyan crisis.
